Our Management Team

The quality of our healthcare is at the very heart of the commitment we give to all our patients. Our management team's professionalism and integrity, combined with decades of hands-on experience and in leadership positions, have helped us establish an operational system that is second to none.

For instance, Quality HealthCare was the first private healthcare services provider in Hong Kong to set up a Medical Standards and Compliance Committee (MSCC) to ensure that we meet professional and ethical standards in our service delivery.

Mr. Paul Li

Chief Executive Officer

Paul Li has been the CEO of Quality HealthCare Medical Services Limited (Quality HealthCare) since January 2012. Prior to joining Quality Healthcare, Paul spent 6 years with Cephalon, and his last assignment was the VP for the Pharmaceutical Operations, International. Paul was also with Merck Co. where he held positions of increasing responsibility as the Managing Director for China, VP for Asia North, and VP for Asia. Prior to Merck, Paul was the commercial director for Abbott Taiwan. Paul started his career with Eli Lilly in Hong Kong; and went through a few overseas marketing and human resources management assignments in the US and other Asian countries.

Paul has impeccable senior level leadership credentials in the healthcare industry. In addition to the regional and country general management skills for the international markets, he has extensive experience in strategic planning, M&A strategy and strategic partnership, organizational development and human resources management, start up and market entry strategy as well as business process improvement and implementation.

Paul has serviced as board of directors of a few Chinese companies and senior advisor of a private equity firm. He has also successfully worked in multiple countries and cultures, and has resided in the US, Singapore, China, Taiwan, and Hong Kong.

Ms. Elaine Chu

Chief Operating Officer 

Elaine Chu has been appointed as the COO of Quality HealthCare since 2010. With over 20 years of experience in multinational organization in worldwide and regional roles, Elaine has extensive experience in commercial imaging, Business Process Outsourcing services, healthcare solution and  healthcare service management. She has also set up joint ventures with government ministry in China and lead M&A projects in Hong Kong.  During her career, Elaine has been appointed by Hong Kong Immigration Department as an adjudicator for over 10 years.

Elaine received an EMBA degree from the Kellogg School of Management, Northwestern University and The Hong Kong University of Science and Technology , following a Computer Science undergraduate degree in the U.S.

 

Mr. Gerhard Zielinski

Chief Information Officer  

Gerhard Zielinski has been the CIO of Quality HealthCare since 2010. Prior to joining Quality HealthCare, Gerhard spent 10 years running his own international IT company that developed and implemented IT solutions for hospitality and healthcare companies around the world. Before starting his own company, Gerhard spent several years as a management consultant in The Netherlands to advise senior management of large European telecommunications companies on their enterprise IT projects.

Gerhard has over 15 years of experience in the IT industry and has extensive international business experience in Europe, North America and Asia.

Gerhard’s main area of focus at Quality HealthCare is to implement and modernize business driven information systems that meet the company’s short- and long-term strategic objectives.

Mr. Vincent Tung

Director, Finance & Administration 

Vincent Tung firstly joined Quality HealthCare as Senior Financial Controller in September 2008 and then he was promoted to Director, Finance & Administration in January 2011.   Prior to joining the company, Vincent was the Finance Director of Greater China in a London-listed service group where he had completed acquisitions in China and Hong Kong and had replaced the legacy finance system across the region. Vincent started his career in KPMG Hong Kong as an auditor serving major listed companies in Hong Kong upon graduation from the City University of Hong Kong with a bachelor degree in accountancy. 
 

Ms. Finly Wong

Director, Human Resources 

Finly Wong has been appointed as the Director, Human Resources of Quality HealthCare since 2012.  She has more than 20 years of experience in human resources roles gained from multi-national corporations in the industry of retail, sourcing agency and professional consultancy.  Before she joined Quality HealthCare, she was the Head of Human Resources in the Asia Pacific region of a leading company in Sourcing & Supply Chain industry where she had served for more than 10 years.  Finly has profound experience in a wide range of human resources functions especially in shaping & strengthening the HR infrastructure, devising performance matrix, incentive schemes, as well as other organization development strategies to meet the changing business needs.  She is also a certified Global Remuneration Professional.

She received her two degrees, Bachelor of Arts in Management & Economics and Bachelor of Science in Business Computing from the University of Winnipeg, Canada.

Mr. Han Meng Kuan

Legal Counsel

Mr Han has been a lawyer for the past 20 years, practicing both as a litigation lawyer/barrister as well as serving as General / Regional Counsel for listed commercial and multi-national companies in the Asia Pacific region. In his work experiences, Mr Han supervised, developed, set up and advised on companies’ processes and structures in the areas of contract management, ethics, compliance, risks management and corporate governance.  As a Counsel, he has vast transactional experiences in investment, banking, energy, logistics/supply chain, media, IT and mergers & acquisitions. He is also widely experienced regionally and is familiar with various jurisdictions in Asia Pacific region namely mainland China and Hong Kong, Southeast Asia (ASEAN), Australia, Korea, Taiwan, India and Japan.

Mr Han and his team are currently responsible for all legal functions of Quality Healthcare Group.

Dr. Justin Cheng

Executive Medical Director

Dr. Cheng is a registered medical doctor who graduated from the University of Hong Kong and obtained Master of Science in Sport and Exercise Medicine from the University of Bath. He is also a Fellow of Royal College of Surgeons of Edinburgh. Dr. Cheng is familiar with insurance companies, multinational clients, network hospitals and healthcare providers in the Asia region.  In his assignment with International SOS, he worked extensively in corporate work-site consulting and emergency medical response and evacuation for the South East Asia region including Mainland China, Hong Kong, Singapore, Malaysia, Thailand and Vietnam.  Dr. Cheng is experienced in providing healthcare solutions for multinational corporations in energy and mining, financial services, insurance companies, mechanical and engineering industries and governmental organizations.

Dr. Cheng is responsible for Quality Healthcare’s clinical service planning and development on the appropriate clinical service portfolio and frameworks to ensure appropriate competency.  He also leads the company’s public-private partnership programme. 

Dr. Dominic Yan Wai Man

Medical Director

Dr. Yan graduated from the University of Queensland in 1977 with Bachelor of Medicine and Bachelor of Surgery Degrees (MBBS). He obtained the Diploma of Occupational Medicine from Chinese University of Hong Kong in 2001. Dr. Yan has practiced in Australia and Hong Kong as a General Practitioner for over 30 years. He co-founded a major precursor of QHMS, the Allied Medical Practices Guild in 1982.

Dr. Yan has been part and parcel of the Hong Kong corporate medicine evolution over the past three decades. His thorough understanding was gained from hands on and front line experiences, made him ideally suited to tackle the continually increasing consumer demand for quality in comprehensive healthcare.

Dr. Yan believes that physician leadership is mandatory in any effort to enhance standards relative to patient safety, to prevent adverse events and medical errors. He develops and continues to maintain the culture of structured medical governance in Quality Healthcare. He assists in the assimilation of medium-sized physician partnerships, evolves corporate orders and procedures, so that the organization of Quality Healthcare can be institutionalized. Quality HealthCare corporate and physician leadership closely adhere to local laws and regulations, much of which are clearly laid out, according to medical ethics, practices and guidelines by Hong Kong Medical Council.

 

Dr. Chan Kin Ling 

Chairman, Medical Standards and Compliance Committee

Dr. Chan heads the company's Medical Standards and Compliance Committee (MSCC). Quality HealthCare, through our MSCC, makes every possible effort to ensure our patients receive care that is up to international standards, and treatments that are supported by sound scientific and medical evidence.

Dr. Chan graduated from the University of Hong Kong with a Bachelor of Medicine and Bachelor of Surgery Degree (MBBS). He was admitted as a Fellow of Royal Australian College of General Practitioners (FRACGP) and as a Fellow of Hong Kong College of Family Physicians (FHKCFP) in 1993, and was registered as a Specialist in Family Medicine. He was also elected as a Fellow of the Hong Kong Academy of Medicine (Family Medicine) in 1995.

In addition, Dr. Chan obtained his Master Degree in Family Medicine from Monash University in Australia in 1999, and successfully completed the Diploma in Occupational Medicine from the Chinese University of Hong Kong in 2000.

Dr. Chan joined Dr. Henry Lee and Associates in 1983 and has been caring for patients and the community for over 30 years.
