What is Community Care Service Voucher (CCSV) Scheme for the Elderly?

The Community Care Service Voucher (CCSV) Scheme for the Elderly is launched by the Social Welfare Department (SWD). It allows eligible elderly individuals to use community care service vouchers to select suitable community care services that support their aging in place under the ‘money-following-the-user’ mode. The scheme covers 18 districts in Hong Kong. Eligible elderly individuals can choose different community care services that suit their individual needs.

 

How much funding is available?

Elderly individuals can choose any voucher value to purchase service packages according to their needs. The ceiling and floor monthly voucher values for 2023-24 are HK$ 10,260 and HK$ 4,290 respectively. The SWD will subsidise 60% to 95% of the spending according to the individuals’ affordability, with the remaining amount as the co-payment by the elderly individuals. There are six categories of co-payment. Elderly individuals are required to pay for the co-payment amount according to the rate of 5%, 8%, 12%, 16%, 25% or 40% of the service package value of voucher, ranging from HK$ 215 to HK$ 4,104 per month for 2023-24.

Who is eligible, and how to apply?

Elderly individuals who have been assessed and recommended for Community Care Services (CCS) or Residential Care Services (RCS) under the Standardised Care Need Assessment Mechanism for Elderly Services, and are waitlisting for subsidised CCS and/or RCS on the Central Waiting List (CWL) for Subsidised Long Term Care (LTC) Services without any kind of RCS or subsidised CCS being received, are eligible to participate in this Scheme.

The SWD will send invitation letters to eligible elderly individuals newly registered on the CWL to apply for CCSV. Eligible elderly individuals can also complete the application form and return it to the SWD.

How to use the vouchers at Quality HealthCare Nursing (QHN)?

Quality HealthCare Nursing (QHN) is a recognized service provider under the Community Care Service Voucher Scheme for the Elderly. Voucher holders can use the home-based services provided by QHN professionals, including registered nurses, enrolled nurses, health service assistants, health workers, personal care workers, assistant workers, home help workers, physiotherapists, etc., to meet the different home-based medical care needs of elderly individuals.

Services include:

  • Physiotherapy services – muscular strength and joint training, rehabilitation training, etc.
  • Nursing services - blood pressure measurement, blood glucose testing, wound cleansing, tubes changing, etc.
  • Home care - feeding, personal hygiene, lifting and turning, daytime care, etc.
  • Household support – out-patient escort, goods purchasing, etc.
  • Home-based caretaker training services
